Made especially for bartenders. When a dull bakers and chefs paring knife won't (literally) cut it, this will keep them from hurting themselves, others, or the cooks knives.
That does not look that safe to me. If the action is only vertical you'll have to feed the vegetables to the blade, anyone would be better off with razor sharp knives and a safe technique.
