Im looking to buy a kiridashi knife below 50 dollars for cutting leather. Blue paper steel or super blue paper steel if possible. So far I find a lot of 30 dollar kiridashi for woodworking they look to be the same quality. At that low of a price are these good quality or walmart quality knives that they just sell with blue steel, where quality isn't a consideration. There are others in 100 dollar range and one or two in 250 dollar both in blue steel.

When blue steel is forged "well" is there a huge difference in quality between makers? Like for instance one brand kitchen knife in blue steel vs another brand in blue steel is it possible that both forged well will have difference characteristics? or are they more subtle when comparing two high end japanese blacksmiths.

I think the differences will be pretty subtle. Buy the $50 knife, keep it well sharpened and cut to your heart's content.

How about this one, even though it is white steel?

I have been using this one in my garage workshop as a multipurpose cutter:

I don't imagine this one will cut leather better or worse, but does have some nice aesthetics and history behind the maker.
