Can anyone tell me about a knife which I just picked up?

It is a Bone Handeled Dexter Super Stainless Carving Knife 16" long.
 
Does "bone handle" mean "white Sani-tuff" (fancy plastic)?

Length is usually expressed as blade length but I think 16" is whole knife?

I must correct myself, it has a piece of antler as a handle

Blade is 11", as you say total length is 16"
 
The antler is almost certainly an aftermarket addition. DRs come new with plastic (dw safe, nsf) handles. Older ones may be wood.

Should have model number screened on with DR logo.
