聡宏作 toshihiro (wakui). Looks like it has had some questionable attention.
 
It's a nashiji texture that used to have a kurouchi finish but was removed from harsh cleaning, most likely. The bevel looks like someone with limited skill or abundant malevolence tended to it excessively.
