I remember reading that Hida Tools sells the cheapest knife to polish/test with. Is that still true? Any other contenders out there?
 
if you really just want a stone tester, I recommend a kiridashi. I actually find mine quite useful as a box opener, tape cutter, etc.

Im not sure who makes the absolute cheapest knife, but you can pick up small Tosa blades WELL under 100 dollars that will still be treated correctly so you get a usable knife and a good analogue for your better stuff. IMO.
