Apparently it reads either
Zenko Saku or Zen Ei Saku.
First 2 words is the brand/craftsman, then last word means made

My japanese colleague to save the day

I bought my first japanese chisels from JWW probably in their first year of operation about 30 years ago. I collected ouchi brand chisel with ebony handles and they were expensive at the time. They are laminated blue and some white steel. This one is the odd one out; sandlewood handle 1/2", damascus. Great for hand cut dovetail work and not Ouchi so I had no idea who made this. I haven't done woodworking in 20 years, but you never let your hand tools go. Anyone need some rusty powermatic machines????

Tristan, thanks for the research.

Croth: There is way too much estrogen in you avitar. (Take that out of context.....)
