What is 1095 with a little Mn?

The AISI specifications for 1095 are about 0.9-1% carbon and 0.3-0.5% manganese with some sulfur and phosphorus as basically contaminants from steel production.

I think what Joe/HF says on the website is merely explaining that 1095 is a simple carbon steel with basically just carbon and manganese. The exact composition can vary from source to source and batch to batch tho. Very similar to Shirogami 2 but can be slightly lower carbon, and Hitachi steel tends to be lower in contaminants like sulfur (hence being known to be relatively "clean" steel).
