Is this kato knife?

Hi guys im just gathering information on my newly find knife. Any information is accepted.

Is this shinpei kato or kiyoshi kato made?
The kanji on this reads specially yoshiaki
The other side is kikuhide ginzan store.
Does anyone got information regarding this old knife?
