If anyone could translate this, that be great.

A friend bought it in Japan Kyoto. In a small father and son knife shop. They know nothing about it’s make or type of steel used.

    Thank you!

Probably purchased at Hayakawa Hamono in Kyoto.
It says (I think as the picture is not clear) Hayakawa Nobuhisa 早川 信久.
The top part says Seren 世蓮 which I only recognize as a female name. But may mean something else. No idea really what that is about.

Their website is not in English and in any case they do say anything about the steel type which is typical in Japan.

The official site says that they use buffalo horn ferrules for debas in Blue steel, so if the ferrule is made of plastic, most likely it's in White steel (there is no info about white 1 or 2, but most likely white 2).

I stand corrected, I looked too quickly; the page shows steel type for the Debas (excl KU), and Yanagis.
albeit just "white" or "blue". It does not show the steel for the remainder of types on the page; DB KU Debas, Funayukis,Mioroshi, Usuba ,Nakiri & DB Mentori.
