I just fold paper towel several times into the size of about half a postage stamp. In the past, I've used a wine work, brown paper bag, worn out sand paper. Not going for grade-A mirror finishes though...
In theory, all of these could be a bad idea because the paper towel/etc. can be a lower 'grit' than the powder. In practice, I've found that the powder just sits on top of the paper towel/etc. so the paper towel acts as a substrate not an abrasive.
