What is the best base for receiving a nagura ? A stone (can it be something else), flat, hard, finer than the nagura?
 
Depends on what you want to do with it.

Nagura perform two basic functions: contributing mud, or eroding another stone. The former can be divided into abrasive-dominant or buffer/lubricant mud, and the latter might be divided into surface conditioning and slurry raising.

If you're using a soft white nagura, you'll probably want to use it on a harder base that doesn't contribute much mud and might run a bit glassy.
 
In my experience there is no general rule for this.
I use various Nagura from low medium grit range up to really hard finishers. Each has its own purpose and can be used on every stone you can imagine. The results will vary a lot. For example with patience you can do a whole sharpening progression on a hard Aoto using Nagura of different grit starting out with maybe Omura and finishing on Suita slurry.

It‘s fun to try out different stuff and see what happens.
