It tells you either which trends people are currently excited about, or which makers have an inefficient production process. I wouldn't use scarcity to judge quality.
Shigefusa, for example, has been a rare wanted knife for decades. Kato is a relatively new trend though.

The point of my whole post wasn't to say a small maker is the best. The point was its subjective and based upon trends, like you pointed out. There is no greatest maker.
