I suspect this is what the blade hallmark looks like. This is from a knife Bernal had and dated 1891-1919. In 1891 it became required to indicate country of manufacture for imports. I'm not sure where they're getting 1919 from, but I'd be inclined to trust that date because they wrote a book with a chapter on Thiers, France and cutlery production...
