I've read that some people back their sandpaper with something softer such as an eraser. Which is better, steel or eraser?

No backing choice is better than the other, they do different things, a flat steel/iron backing with taught paper will give you control to smooth out unevennes on the blade and not grind other areas. Softer backings will follow the blade and round over any sharp transitions, they can convex/thicken a edge also if working near that.
