More of a complicated question to be honest. Are you looking to maintain a edge or refine/polish an edge, for example I like to use chromium oxide to strop and refine an already fine cutting edge especially on my onion cutters.
 
I use 8k diamond paste but I was a koyo green-rouge compound user for 3 years. I'm not always using loaded strop to finish my sharpening tho. Cheap steel are perfectly fine with stone deburring and bare leather stropping motion.
