Can someone help me identify Kanji/maker and steel, on this Yanagiba 25cm. Thanks

A bit late to catch this but looks like 兼松作(Kanematsu) to me, the first kanji is a bit hard to recognize but the '特撰' mark at heel gives a hint to some sort(Kanematsu loves to use that).
