How do you know when a heat treatment is good?

I've read about how important having a good heat treatment for you knife is, and I've read things like, "the heat treatment and temper are so good on so-and-so's knives (or not so good)", but how do you know when it's good or bad? What characteristics are you feeling/looking for when you decide the knife has had a good heat treatment?
 
Have you watched Murray Carter's "Why knife blades chip"? I think it answers quite a part of that question...
