Hello - Kanji and Knife Maker? Thanks

Hello, can anyone please help me decipher this kanji and identify the maker? With Translate, I am getting "Cheap white rice paper" (I'm sure that's not it) and "steel" "Paper" Also, I am using Google Translate, is there a better option? I know Google and maybe others may have a hard time reading off of the steel in the picture.

left: 安来銀紙- steel type developed by Hitachi, my bet this is silver 3.
right: 重勝作 maker's mark 炭 charcoal/carbon 本割込 means a technique

Thank You gragjp That is helpful but I can't find anything on the maker unless I am missing it.
