I have an aogami fugubiki of theirs, and it has become my most prefered knife at work. Takes a sharp edge very well, a perfect 265mm edge length, comfortable for limited workspace, and incredibly light.

As for the manufacturer, I wish I knew more myself.
 
I noticed there's a discrepancy between the engravings on my knife and the 'few other odd knives' I've seen on the web.
Here's a picture of mine for your reference.

They had different series. The normal engraving is just Sakai Suehiro, so I guess the blue steel one just comes with the more elaborate engraving to set it apart. All the additional stuff like registered, specially made and so on is pretty formulaic and used by many retailers and wholesalers.

As far as I know Sakai suehiro used to be a wholesaler from Sakai. Since suehiro is just their brand name you can’t find the actual company name, at least I can’t. Given how many knives are still around I’d say they went out of business in the 90‘s or early 2000‘s.
