Not that i know of. I use it as a splash and go stone. As far as i know, most jnats shouldn't be soaked (there are exceptions, of course, koma nagura is an example). If you are talking about Thai Binsui, it also doesn't need soaking.

Are you speaking about thai Binsui from Miles or Japanese Binsui?
I got 2 from miles and they just need a little water and are splash and go deathstars.
 
+1 for Miles' binsui splash and go. Pretty awesome.
 
I have not tried this version of binsui.

The one that I had from a Japanese vendor as well as the Thai binsui from Miles, they were both splash and go, fast cutting stones that worked well for a variety of carbon steel (W#2, W#1, B#2) with moderate pressure.
 
The instructions are universal for their coarse stones, the akamusa, the coarsest one is the lot is pretty thirsty I soak that for a minute or two before use, if you're still looking for advice on it I would not soak it, and if you do decide to give it a try, just soak for a minute and then splash as you need it
