Anybody know what this is.

I got this brought to me the other day by a fellow Chef. He was cleaning out a bunch of drawers and found it. He doesn't remember ever buying it or where it came from. Hopefully, some of you guys can tell me what it is and if its worth selling (to add to my escape fund) or should I give it away. it is 7 3/4in. x 4in.
