I recently Purchased a King NEO 800 without a base (see giant brick in picture) I have heard it is a thristy soak type 10-30 minutes. Would it benefit from being a permasoak stone? Can it or will it break down binders in stone permasoaking it? I currently have Chosera and wanted to try something else to add to my lineup.

I imagine permasoaking is fine. The only thing you need to worry about with that is magnesia based stones.
 
I briefly had one a while ago and from what i remembered it was a splash and go
