Essentially, it means Certified Traditional Craftsman. (Others will be able to give you the proper/literal translation.) It's not unique to knives; other crafts have dentokougeishi. The title requires gov't certification.
 
It means they can bump up the price of their knife by $100 after sticking some fancy sticker on the ferrule of your knife.
 
Perhaps... just perhaps JML is a secret Dentokougeishi spy sent to figure out how to charge more for knives.
