Help identify maker!

Can someone help me out identify the maker of this ni-mai japanese Deba? Blade has 15.5 mm and 8mm thick.
Im looking to find core steel type and HRC.

The kanji is 國包, not sure how it is pronounced, Kuniho maybe? Not much information out there.
