Scraping noise during sharpening from a cheap knife

Background: For fun, I purchased a cheap 1095 hunting knife blank to make handles for.

The issue: After making the handle I start sharpening it on my stones, the knife has been making scraping noise (similar to a white charcoal pen crossing the blackboard if you know what that sound like).

The question: In this case, what does it mean? Is the heat treat basically junk? I know very minimum about blade steel and sharpening, so please help me answer if you know!
 
Curious, what stone were you using?
 
I have flexible ss knife which makes that kind of noize on all my synth stones no matter grit. It’s awful.
 
1095 is a very common, easy sharpening steel. Nothing wrong with it, normally.
Had once a similar experience with a finely grained carbon, only on one stone in the progression. Probably remains of the burr coming off.
Clean blade and stones through the progression.
