Kurotori makes some solid stuff in Ginsan. You can order through a proxy service or Michael at KJ can help.
They do custom stuff as well and I've seen them make a couple of ginsan cleavers in the past

Gesshin stainless is a great <$150 budget option that I still enjoy using. Tsunehisa is also great.
