Value is probably not much, as a search of "Rolls Razor" on the big auction site will tell you. But some people find these great fun to restore and sharpen and shave with.
 
Keith V Johnson on youtube has honed these before I believe.

I have a couple and have researched them a bit. I haven't actually tried to shave with one. From what I gather they were a very common graduation / holiday / wedding present in the UK for many decades. Kind of a novelty item that people received as a gift and put in a drawer until the day someone cleans up their estate and finds it. So there's lots of NOS out there. They are worth $20 in mint condition with original paperwork maybe. And that one's condition isn't great. You can keep it for it's sentimental value since it might have come from someone in your family. But the collector value is not much unfortunately.
 
You find a lot in Australian antique store, usually with a layer of dust. They can be fun to play with if the strop and hone are still in good condition, but given that they were probably pretty pricey new, it's now worth more as a family keepsake than anything else.
