I think it depends on where you live. If you live in southeast portland or any of the other hipster areas, it's probably already too late.

Think about the number of PDX homegrown businesses that you patronize (new seasons) vs national chains (whole foods). If more than 75%, you're pretty much already there. If you think "local" when purchasing produce and/or meat.. you're already done.
